Attorney Owen Hoover first joined the firm of Crisp and Associates, LLC, in 2013. He earned his undergraduate degree at Pennsylvania State University, where he was awarded a Bachelor of Science Degree in Criminal Justice. He went on to attend Widener University School of Law, and obtained his Juris Doctor degree.

While at Widener Law, Attorney Hoover was selected as a member of the Trial Advocacy Honor Society, where he was chosen to serve as the Vice President of Internal Competitions. During law school, he was also appointed as the Executive Lt. Governor of the 3rd Circuit, American Bar Association Student Division. Following law school, Attorney Hoover began a career dedicated to litigation. His practice areas include military administrative law, child welfare, and criminal defense.

Attorney Hoover brings a wealth of experience to Crisp and Associates and an in-depth knowledge of the Pennsylvania criminal justice and child welfare systems. He has zealously represented individuals charged with crimes throughout the Commonwealth of Pennsylvania before Magisterial District Courts, Pennsylvania Courts of Common Pleas, and the Pennsylvania Superior Court.

For over three years, Attorney Hoover served as in-house counsel for a Pennsylvania Children and Youth agency where he gained an in-depth understanding of Pennsylvania child abuse statutes and regulations. While serving as in-house counsel, he litigated hundreds of cases per calendar year before State Administrative Law Judges, Court of Common Pleas Judges, and both the Commonwealth Court of Pennsylvania and the Pennsylvania Superior Court. During his time serving as an attorney for Children and Youth, he developed a unique skill-set allowing him to handle even the most complex child abuse cases.

Attorney Hoover’s unique administrative law litigation skillset has given him a significant advantage in the practice of military administrative law: his current practice involves representing service members before military discharge review boards and boards for correction of records. He also understands the intricacies of cases involving the Defense Finance and Accounting Service (DFAS) and has also pursued medical retirement for discharged military service members. Attorney Hoover is well-equipped to handle both written and in-person appearances before administrative military boards.
